Șocant: Un singur pescar din România a accesat direct fonduri europene

Doar unul din cei aproximativ 3.000 de pescari din România a accesat fonduri europene prin cele 22 de grupuri locale de acţiune (Fisheries Local Action Group – FLAG) finanţate prin Programul Operaţional pentru Pescuit şi Afaceri Maritime (POPAM) 2014-2020, iar conducerea Autorităţii de Management pentru programul european speră ca în exerciţiul financiar 2021-2027 măcar câteva zeci de pescari să-i urmeze exemplul.

Directorul adjunct al Autorităţii de Management, Gheorghe Văcaru, a declarat, pentru AGERPRES, că gradul de contractare a finanţărilor europene în valoare de circa 40 de milioane de euro disponibile prin FLAG-urile din România este de peste 90%, FLAG Delta Dunării având un grad de contractare de 99,5%.

„La nivel naţional, pescarii efectiv nu au făcut aplicaţii, câteva comunităţi pescăreşti, o federaţie a pescarilor din Deltă au făcut investiţii de interes colectiv, nişte puncte de debarcare în general, pentru a-i ajuta în activitatea de zi cu zi. Motivele principale ale faptului că pescarii au apelat mai puţin la această formă de sprijin e insuficienta capacitate de cofinanţare şi informaţia. În viitoarea perioadă de programare, intensitatea sprijinului public este mult mai generoasă şi ne aşteptăm să existe un mai mare interes. Şi, bineînţeles, este de lucru şi la noi, şi FLAG-ul şi asociaţiile pescarilor din zonă trebuie să ducă informaţia până la ultimul pescar. Dacă nici Delta Dunării nu e o zonă pescărească, înseamnă că în Europa nu există nicio zonă pescărească. Aici sunt autorizaţi în jur de 1.500 de pescari”, a menţionat Gheorghe Văcaru.

El a precizat că, dacă în perioada de programare 2014-2020, pescarii ar fi trebuit să contribuie la realizarea proiectului cu până la 50% din suma solicitată, în perioada de programare 2021-2027 vor fi măsuri care vor fi finanţate 100% din contribuţia publică.

„În această toamnă, începem selectarea FLAG-urilor şi a strategiilor locale până în 2027, iar de anul viitor vor fi disponibile măsurile pentru pescari. Eu am credinţa că până la finele anului vor fi contracte semnate cu FLAG-urile. Alocarea pentru noul exerciţiu e mai generoasă cu circa 20%”, a mai spus directorul general adjunct al Autorităţii de Management pentru POPAM.

Preşedintele asociaţiei de pescari Goloviţa, Cătălin Balaban, a afirmat că pescarii nu au timp să studieze site-urile Ministerului Agriculturii sau ale altor instituţii pentru a găsi finanţările europene accesibile şi nici bani.
